미·북 정상회담 파행에 즈음한 「대한민국수호 비상국민회의」 의 입장

트럼프 미국대통령은 5월 24일 김정은 위원장 앞 공개서한에서 싱가폴 정상회담을 취소한다고 통보하였다. 바로 이틀 전 한미정상회담에서 귀띔조차 하지 않은 사실은 미국이 문재인 정부를 얼마나 불신하는지를 의미한다. 한국 외교의 참사이고, 한미동맹의 위기다.

트럼프 정부를 괴롭히는 북핵위기는 북한이 속임수를 쓰면서 핵개발을 해왔고 이를 포기하지 않으려고 고집하는 데서 시작한다. 작년 9월과 12월 유엔의 강력한 대북제재에 중국까지 동참하는 바람에 북한의 수출은 8할 이상 축소되는 위기가 초래되었다. 연간 30억 달러 수출액이 금년에는 5억 달러 이하로 줄고 있다.

이러한 위기에서 벗어나려는 북한의 평화공세에 문재인 정부가 편을 들었다. 김정은이 신년사에서 평화공세를 시작했고, 문재인정부가 신속히 이를 받아서 북한 선수단의 평창올림픽 참가와 김여정-김영남의 청와대 방문으로 연결했다.정의용의 평양방문 후 북한의 비핵화의사와 북미정상회담제의를 백악관에 전달하여 6월 12일 미·북정상회담 일정이 잡히도록 유도했다.

4월 27일 판문점 남북정상회담을 통해 반인도 범죄자 김정은을 평화의 사도로 둔갑시키고, 한반도에 곧 평화가 올 것처럼 각색하는 허구를 조작하였다.

북한은 완전한 비핵화(CVID)를 꿈도 꾸지 않는데, 북한에 대한 막대한 경제지원으로 한국경제를 파탄시킬 허황한 꿈을 그리는데 온 힘을 쏟는다.

우리 국회와 국민에게 충분히 알리지도 않고 5월 26일 판문점 통일각에서 대한민국 대통령이 김정은과 극비리에 만난 것도 정상적이라고 볼 수 없다. 속임수를 쓰려다가 궁지에 몰린 김정은의 구출요청에 도움을 주기 위한 것이 아닌가?

또 다시 김정은의 벼랑 끝 전술과 살라미 전술로 경제적보상만 떼이고 북핵문제를 미해결인 채로 남길 것인가? 남북한이 짜고 치는 것 같은 속임수 평화공세에 넘어갈 정도로 트럼프 정부는 아둔하지 않다.

중요한 것은 정의용이 전달한 북한의 비핵화의사는 허구였거나 거짓이었다는데 있다. 그 같은 허구에 입각하여 트럼프-김정은 회담을 주선했던 문재인정부의 중개역할의 책임이 가볍다고 할 수 없다. 우리는 문재인 대통령에게서 1938년 히틀러의 수작에 넘어 가서 뮌휀합의라는 희대의 평화 사기극의 공범이 되었던 네빌 체임벌린 당시 영국 수상의 환영을 발견하지 않을 수 없다.

문재인 정부의 이번 외교·안보 참사는 헛된 평화슬로건과 굴욕적 대북정책에서 비롯된 것이고, 이는 전향하지 않는 소위 주사파 운동권 인사들이 대북정책과 안보정책에 깊게 관여하기 때문이다. 그들의 조국이 과연 어디인지에 대하여 국민들은 합리적 의심을 가지고 있다.

이에 우리는 다음과 같이 요구한다.

1. 문재인 정부는 대북정책, 안보 외교정책 실패에 대해 국민들에게 사과해야 한다.

2. 미국과의 신뢰관계를 파탄시키고 북핵폐기의 진로를 방해한 책임자들을 경질하고, 특히 정권내부에 자리잡고 있는 미전향 주사파 인사들을 척결하여야 한다.

3. 대북안보 외교정책을 획기적으로 전환하여,

(1) CVID에 입각한 완전한 ‘북한 비핵화’,

(2) 북한의 대남전략 구호인 ‘우리민족끼리’와 ‘민족자주’ 슬로건의 폐기,

(3) ‘자유민주주의·인권’ 가치에 입각한 한·미 공조의 복원을 추진할 것을 강력히 촉구한다.

4. 아울러, 현재 대한민국의 안보를 위협하는 구체적 현안과 관련하여,

(1) 북한의 완전한 비핵화가 실현되기까지 한미 군사훈련과 주한미군 문제를 거론하지 말 것.

(2) 북한의 완전한 비핵화가 실현되기까지 종전선언 및 평화협정을 추진하지 말 것.

(3) 분별없는 탁상공론으로 주한미군 철수 문제를 거론하여 대한민국의 국가안보를 위태롭게 하는 일부 특보 교수들을 파면할 것,

(4) 북한 정권이 ‘체제 보장’과 ‘적대시 정책’ 중단이라는 구실 하에 주장하는 탈북민 송환과 대북전단 중단 요구에 굴복하지 말 것.

(5) 북한의 비핵화가 완전 실현되고 북한의 대남군사위협이 제거될 때까지 국가안보 태세를 완벽하게 구축하고, 국민의 안보의식 함양에 집중할 것을 강력히 요구한다.

The opinion of the ROK Congress for National Emergency on the limping of US-NK summit

Mr. Trump, the President of the United States notified the cancel the summit in Singapore by his open letter scheduled on 24 May 2018. The fact that he did not even give any hint at the Korea-U.S. summit two days ago shows how much United States government distrust the Moon, Jae-in and his Korean Government.

It is a tragic mark of Korean diplomacy and a crisis of Korea-U.S alliance. The North Korean nuclear crisis plaguing the Trump administration began by North Korea’s insisting not to give up but to continue the development of nuclear weapons by cheating for years. China also joined the United Nations with Strong sanctions on North Korea in September and December last year, leading to a crisis of reducing North Korea`s exports by more than 80 percent. Annual exports of $ 3 billion are decreased to less than $ 500 million this year.

Moon, Jae-In’s government sided the North Korea to its camouflaged peace offensive to escape this crisis. Kim, Jong-Un started his peace offensive gesture in his New Year's speech, then Moon’s government quickly received this request and connected it with the North Korean delegation to attend the Pyeongchang Winter Olympics and the visit of Kim, Yo-Jong and Kim, Young-Nam to the Cheongwadae.

Then, Chung, Eui-Yong, Director, National Security Council of ROK visited Pyongyang and delivered the intention of North Korea's denuclearization and the proposal for a summit with the U.S. and the North Korea to the White House to arrange a meeting between them U.S. on June 12.

Moon manipulated the fiction to turn the anti-human criminal Kim, Jong-Un into an apostle of peace of Korean Peninsula as if peace were imminent door through the inter-Korean summit at the truce village of Panmunjom on April 27. He puts all of its energy into drawing a vain dream to destroy the South Korean economy with massive economic aid to the North who does not even think of complete denuclearization (CVID).

Will we do again the North Korean nuclear issue unsettled with losing all financial rewards to the North Korea by Moon’s spontaneous offer due to Kim, Jong-Un's brinkmanship and Salami tactics? The Trump administration is not so stupid as it is caught up in a camouflaged false peace offensive, which seems like a plotted poker with two Koreas.

What is important is that the North's intention of denuclearization delivered by Chung, Eui-Yong was either fictitious or false. The responsibility of intermediary role by Moon’s government is never light because they arranged the meeting with Mr. Trump and Kim, Jung-Un based upon the false fiction. Now, we are watching the ghost of the past in 1938, Mr. Neville Chamberlain, the prime minister of the United Kingdom who was cheated and became a co-criminal in the fraud peace drama with Hitler by the manipulation of Munich Agreement.

This disaster of foreign and security policy of Moon’s government is due to futile peace slogans and humiliating North Korea policy. This is because so-called pro-revolutionary activists are deeply involved in the Moon’s North Korea policy and Nation’s security policy. Most of Korean People have reasonable doubts about where their mother land is.

As above reason, now we demand below;

1. Moon Jae-in’s government must apologize to the public about its failures of policy to the North Korea, the security policy and the foreign policy too.

2. It is imperative to replace those who are responsible for damaging the confidence and relationship with the United States, preventing the dismantling of the North Korean nuclear weapons and especially eradicating the unconverted Kim, Il -Sung believers (Ju-sa-pa) who are sitting in the power

3. We also demand strongly below by transforming the security and foreign policy toward North Korea remarkably;

1) The complete denuclearization of North Korea with CVID level

2) The abolition of North Korea's strategic slogan to South Korea, " Between Our People” and " Independence with our own Nation”.

3) The restoration of the ROK.-U.S. Cooperation based on the value of " Freedom democracy and the Human rights "

4. In addition, we strongly demand specific issues that threaten the current security of the Republic of Korea.

(1) Do not mention the “Korea-U.S. Military Exercises” and “the existence of U.S. Forces in Korea” until North Korea's denuclearization completed.

(2) Do not make any declaration about the Korean War finished nor a Peace agreement until the North Korea’s full denuclearization.

(3) Dismiss some special advisory professors who are working in the power and who pose an absurd theory which would be the threat in the national security of Korea by mentioning the withdrawal of U.S. troops from Korea.

(4) Do not give up to the North Korea’s demands for repatriation of North Korean defectors and the suspension of propaganda leaflets to the North on the criticizing the North Korean regime.

(5) Until North Korea's denuclearization is fully realized and its military threats are eliminated, it is important to establish a complete national security posture and to focus on raising the people's sense of security.
